Two issues: Domestic Partner
Benefits and Discrimination/Harrassment
Cavanaugh spoke and answered
questions about Domestic Partner Benefits
- Original RFP drew only one
partner; new RFP was issued
- 2 objections: 1) political
, and 2) demographic - how many people would use benefit, both
same-sex and opposite-sex
- Have had one bid -- one vendor,
HMO product
- "outside our health plan,"
uses no state funds, still needs BOT approval -- in December
- "cautiously optimistic"
- trying to put on consent agenda
- Goal to use January as annual
enrollment period
- Communication issues -- getting
the word out
- Technical issue -- how do
the deductions work
- First year handled as exception
-- October 2006 is regular enrollment period
- Affidavit, supporting materials
show financial interdependence -- KC: Can work with committee
members; Shands has DPB -- prevent married person from adding
a third person
- Prevent employees from designating
a blood relative
- Not first year. Gradual approach
- first get coverage for people who don't have it; next, annual
enrollment; then add spousal benefits.
- PPO is self-funded; claims
and contributions go into a pot

complaint and grievance
- HR has taken over EEO -- Larry
Ellis heading up
- Model: external, objective
investigator
- Discrimination vs. work conditions
- Investigator may have a team

authority"
